Pick up is depending on the Launch time which is always fluid. You will park your car here
It is at times common for say the launch window to be pushed back as much as 2 hours while SpaceX works on last minute issues like communication problems, problems with fuel, and so on. This is still very new! On launch day there is a 2-hour window to fix any problems before it gets canceled to the following day however nowadays is not typical.
Refunds
If the launch gets scrubbed you can use the applied money to the next avalible launch date
If there is a countdown and the launch gets scrubbed there is no refund.
